In general, a foreigner that wants to buy real estate in Córdoba Argentina should:
Get a CDI (tax id); this only can be made personally. (More information on  www.afip.gov.ar )
Make an offer to hold the property from the market. (Aprox. 5% of the price)
Then sign a "boleto de compraventa" which is an intermediate step, or directly sign the deed (through "Lawyer - Notary Public") and the transaction is completed. Real Estate fees

As per law 7191 of the province of Córdoba , the real state fees are the following: for buying a building, 3% Plus VAT (21%) of the selling price payable by the buyer and another 3% plus VAT (21%) payable by the seller; for buying sites or land, 5% plus VAT (21%) payable by the buyer and another 5% plus VAT (21%) payable by the seller; and for letting a property, 5% (payable by the tenant) of the total amount of the contract. Residential minimum 2 years and commercial, minimum 3 years.

Notary Public Costs
Approximately 2% plus VAT (21%) of the property value. Generally the buyer chooses the notary public (escribano) and pays 70% of the cost and the other 30% payable by the seller.
